question...when reshingling a home, aren't you suppose to use the rolled roof sheating? my elderly mother is having her home re-roofed, she says that the oontractor is removing the old shingles and rolled roofing or sheating from the house and nailing the shingles to the boards and not using any sheating (rolled black roofing) I;m not sure if I am using the right word when calling it sheating, but it's the rolled black roofing stuff. anyway, is this okay for them to not use this and nail it to just the boards on the roof?

It sounds like you are referring to the felt underlayment.

It is common practice in my area to use an underlayment.
You need an underlayment to qualify for the manufacturer warranty.
You need an underlayment for a class a fire rating for the roof.

Not all roofers in all areas use an underlayment.
Whether this is right or not can be debated, and it is every few months here...

In My Opinion you need an underlayment, we always use one.
I believe in the underlayment so much that I buy the heavier more expensive felt.
Where are you located?

Axiom's answers (& follow up questions) cannot be surpassed (in this occasion, anyhow).
